Dumisani Theophelus Ntuli is the director for Maritime Transport Policy and Legislation with the Department of Transport.
He has occupied key positions in the public sector, including being head of the Maritime Portfolio until 2005.
Mr Ntuli served as South Africa's alternate permanent representative to the International Maritime Organization (IMO) from 2005-2015. He served as Vice Chairman of the IMO Council for 10 years, and has chaired the IMO Working Group on Strategic Plan and Risk Management and Reporting.
He chaired the Marine Environment Protection Committee Expert Working Group on Technology Transfer. Since his return to South Africa in 2015 he has been responsible for policy and legislation.
Mr Ntuli holds the following Qualifications: BA (Hons) International Relations (with Merit) (London Metropolitan University); LLM: International Law (With Merit) (London Metropolitan University) and Masters: Christian Theology (University of London).
He is a recipient of the Naval Merit Award as Officer by the Government of Brazil. Mr Ntuli is a long distance runner and music composer and producer. He is married and has three daughters.
